Article evaluation and publication process

EVALUATION POLICIES

Peer review will be performed under the "blind" modality; the reviewer knows the author's identity, but the author does not know the reviewer's identity, which ensures the anonymity of the scientific peers, with the purpose of maintaining the objectivity of the evaluations. The reviewers of the Revista Técnica "energía" do not receive remuneration for this concept.

ACTIVITIES ASSOCIATED WITH THE EVALUATION AND REFEREEING OF ARTICLES

  • Establish and apply the quality standards for the technical evaluation of articles proposed for publication in the journal.
  • Prepare the list of the Evaluation Group (Scientific Peers) with persons of recognized prestige in the field of their specialization. This list will be composed of professionals external to CENACE.
  • Promote the collaboration of professionals external to CENACE as scientific peers of the published articles.
  • Assign two scientific peers for each of the papers proposed for publication. In the case of discrepant results, the technical work will be sent to a third review instance for the final decision of the Associate Editor, when he/she defines it as necessary.
  • Receive the technical papers sent by the authors through the OJS platform, inform by email through the platform about the editorial decision of acceptance or rejection of the article submitted. In the case of acceptance, within the editing process, the Authors will have to review and accept the observations of the Evaluators and send the final version of the technical work with its respective letter of originality and assignment of copy rights (Copyright), in case of not receiving the letter, the technical article will not be published.
  • The document uploaded to the platform goes through three review processes: a) the first one is carried out by the Forma Technical Editorial Management Team, who verifies that the technical article complies with the format of the Revista Técnica "energía" preparation guide, b) the second one is carried out by the Associate Editors, who determine the relevance and scientific solvency of the article, verifying its originality (in collaboration with the Technical Editorial Management Team) and that it is within the topics of the Journal. In the event that the article presents essential deficiencies or does not deal with topics related to the Journal, the Forma Technical Editorial Management Team, the Associate Editors, or the Editor-in-Chief may indicate that it cannot be refereed, indicating the reasons given. c) The third process is the peer review (blind). The articles will be scientifically evaluated by a minimum of two experts in the subject (evaluation group). The reports will indicate the following recommendations: publishable, publishable with modifications, not publishable. Based on the external reports, an editorial decision will be made to accept or reject the article for publication.
  • Authors will receive the evaluation reports anonymously. Positively evaluated papers that require modifications will be returned within 15 days after notification by the Editorial Committee (if this deadline is not met, the authors may send the corrected article at a later date, but it will be considered for the next issue, this exception is accepted only for the next issue or up to a maximum of six months). Revista Técnica "energía" reserves the right to make style corrections and editorial changes it deems necessary to improve the work.
  • Once the technical articles have been designed, they will be published on-line in the OJS platform of the Revista Técnica "energía".

EVALUATION OF PAPERS

The evaluation will be carried out as follows:

  • Evaluation of Papers

Once a Technical Paper has been received by the Editorial Committee and has passed the first two review processes, it will be evaluated by two members of the Evaluation Group, who will issue their evaluation and, if applicable, the comments and suggestions necessary to consolidate the Technical Paper submitted.

The comments and suggestions of the Evaluation Group will be included in the OJS platform together with the editorial decision, which will be sent to the Authors to be included in the final version of the article.

As part of the evaluation report of each article, the Evaluation Group is required to include at least the following points:

  1. Recommendation on its publication in the Journal.
  2. Opinion on the aspects of content and form of the article.
  3. Comments, suggestions and/or corrections considered necessary.

The evaluation of the written work will be carried out in the OJS platform, where the suggestion of the Evaluation Group will be reflected, whether it is publishable, publishable with modifications or not publishable, with their respective observations.

Once the evaluations are received, the Associate Editors will be in charge of analyzing the suggestions and comments from the scientific peers, which will allow them to categorize the papers as follows: i) papers with outstanding contribution (best papers), ii) papers with meritorious contribution, iii) papers with minimum publishable contribution; and, iv) unpublishable papers (to be rejected).

The final evaluation should be sent by the Associate Editors to the Editor-in-Chief of the Revista Técnica "energía" as a PDF file, through the OJS platform as an attached document. The Editor-in-Chief will approve (or reverse in duly justified extraordinary cases) the decision of the Associate Editors.

All papers that have submitted a publishable contribution will be published and will be exhibited at the conference, in one of the two exhibition modalities, depending on the categorization obtained.

  • Notification of approval of technical papers

Once the publishable and non-publishable articles have been defined, the authors are notified by means of an e-mail sent through the OJS platform, in which the qualitative criteria of the evaluators for accepting or not their work are attached. Subsequently, the paper will be recommended for presentation at the Technical Review Conference, in the corresponding modality.

If the decision is to accept the article, the authors must accept the recommendations made by the evaluators and include them in the final version of the article, which will be sent through the OJS platform to the Editorial Committee for publication.

ARTICLES TO BE PUBLISHED IN THE REVISTA TÉCNICA "energía"

All technical articles of technical-operational, commercial, technological and business interest in the electric and energy sectors, which have been refereed and accepted by the Evaluation Group and approved by the Associate Editors and the Editor-in-Chief of the Journal for the issue of the corresponding semester, will be published.

 

Submission Preparation Checklist

As part of the submission process, authors are required to check that their submission meets all of the elements shown below. Submissions that do not meet these guidelines will be returned to authors:

  • The submission has not been previously published or submitted for consideration by any other journal (or an explanation has been provided in the Comments to Editor).
  • The submission file conforms to the Guidelines for the Preparation of Technical Papers for the Revista Técnica "energía".
  • The author reviewed the journal's editorial policies as well as the Author Guidelines.

Process to Submit an Article

The following is the Guide for the submission of Technical Papers through the OJS platform of the Revista Técnica "energía":

  • Enter the Link of the Revista Técnica "energía": https://revistaenergia.cenace.gob.ec
  • In the Open Journal Systems platform, enter the option "register".
  • Fill in the personal information requested on the platform. Once the information is filled in, it will allow you to perform the following options:
  • Make a new submission
  • Edit my profile
  • Continue browsing
  • To submit an article for the current edition of the Revista Técnica "energía", click on the option "Make a new submission" and complete the following five steps:
  • The author should follow the steps indicated for the registration of the author(s) of the technical paper(s) to be submitted for consideration for the current edition of Revista Técnica "energía". Once this procedure is completed, upload the technical article in WORD format; the document must strictly comply with the format established in the "Guide for the Preparation of Technical Papers", otherwise it will be returned to the author by the Editorial Committee.
    • Step 1, Start: the requested information must be included: language, section, acceptance of the submission requirements and a comment for the editor (optional).
    • Step 2, Upload the submission: the file must be uploaded as follows:
  • First choose the article component, in which "article text" should be chosen.
  • Then click on upload file, in which the technical article is uploaded.
  • Metadata, you must include the summary in English-Spanish language.
  • If you have filled in all the information, you will successfully complete this step and the message file added will be reflected:
    • Step 3, Include title in English and Spanish language, subtitle, abstract in English and Spanish language, keywords in English and Spanish language, citations.
    • Step 4, Confirmation: confirmation is requested to finalize the process of uploading the technical article to the OJS platform.
    • Step 5, Next steps: the platform indicates that the article submission is complete and gives you other options to continue navigating within the platform.

The Revista Técnica "energía" is an open access journal entirely free for readers and authors that favors the reuse and self-archiving of its articles in databases, repositories, directories and international information systems, "energía" does not charge to publish, that is, there is no fee or payment by the authors and access to its content is completely free and free of charge.

Author's Contribution

The Revista Técnica "energía" considers that the authors contribute scientifically in an equitable manner in the elaboration of the technical articles submitted, therefore it does not request a contribution statement.

Privacy Statement

The names and e-mail addresses entered in this journal will be used exclusively for the purposes stated by this journal and will not be made available to any other purpose or person.

Bibliographic Standards

References are important for the reader, so each citation must be correct and complete. Within the text, references should be cited with numbers enclosed in square brackets [1], following the IEEE style. The following are several correct formats for different types of references, according to IEEE style. In the article to be presented, references should not be separated according to type; in this article they are separated only for didactic purposes. References should be numbered according to their appearance in the text and all of them should be included in the text of the Technical Paper.
